Who owns the sewer lateral at an attached house?

The property owner normally owns the lateral from the building wall out to the public main, including the length that runs under the pavement, while the main itself belongs to the borough or the authority. Records at the borough office serving Washington will say which arrangement your address actually has, and reading them beats guessing from what the basement looks like.

Is there a lead service line at my address?
