Why would one side of a twin have weaker water pressure?

Two attached homes normally take separate service lines, so one can be scaled up or partly closed while the other still runs clear. A regulator that has given up shows as a change on every fixture at once rather than at one tap.

Is the water hard enough here to scale up pipework?
