My curb stop box is buried under sod. Does that matter?

It matters when something goes wrong, because a box nobody can find costs time exactly when time is expensive. Marking it while the ground is workable is a small job. Digging it out and clearing the lid is a reasonable thing to ask a plumber to handle on a routine visit.

Is the water meter the same thing as the shutoff?

No. The meter measures, and the valves on either side of it do the stopping. Many homes here have a valve just before the meter and another just after, and the one after is the one you want for work inside. Knowing which is which before an emergency is half the battle.

What if the shutoff is on old galvanised or lead pipe?

Then the valve and the pipe are one problem, not two, because working a valve on brittle service pipe can start a leak in the pipe itself. Pennsylvania has plenty of housing old enough for that to be a live question. A plumber will look at the pipe material first and plan the repair around it.

How often should the main shutoff be turned?

Working it once or twice a year keeps it from seizing, and that is the main reason old gate valves fail when they're finally needed.
