How do I know a line froze rather than just clogged?

A frozen line gives you no water at all at one fixture while others still run, usually after a night below 20 degrees. Pressure comes back the moment the ice lets go, and that is when the split starts pouring. Shutting the main before thawing is the safer order.

Should the water be left dripping on a cold night?

It is a common practice on the coldest nights, particularly for a fixture fed by a line on an exterior wall. It is not a fix for an uninsulated run or a connected hose bib, which are the two things that actually cause the splits.

Are unheated basements a real risk here?
