Is a frozen service line something that actually happens?

It can, where the line runs shallow, passes under a driveway that gets plowed bare, or crosses a crawlspace before it reaches the house. Snow cover insulates soil, so a cold snap without snow is the dangerous combination.

Is the sewer lateral my responsibility too?
