Is the water line coming into the house lead?

In housing built before the 1950s it can be lead or galvanized steel, and water systems around the state are working through service line replacement programs. Your water utility holds the record of the material at your address. Interior piping is a separate question.

Do row homes share a drain stack?

Not usually. Most row houses have their own stack even where the party wall is shared, though a shared lateral out to the main does turn up in older blocks. A camera run is how that gets confirmed.

Who owns the sewer line between the house and the street?

The homeowner owns the lateral in almost every case, including the section under the sidewalk and often the connection at the main. The borough or city takes over at the main itself. That split is why a collapse in the front yard lands on the property owner.

Is hard water part of the problem?

It works on the supply side, where scale narrows piping and shortens the life of a water heater. On the drain side the buildup is grease and rust instead of minerals. Both narrow the pipe, for different reasons.
