Can a partly closed main shutoff cause low pressure through the house?

Yes, and it is one of the first things to rule out when every fixture goes weak at once. A gate valve that has been closed and reopened does not always return to full bore. A plumber checking pressure at the meter and at a fixture can tell fairly quickly where the restriction sits.

Should an old gate valve be replaced with a ball valve?

Usually yes, because a quarter-turn ball valve closes properly after years of sitting and a gate valve often does not. On older homes with galvanised service pipe the fitting work is the awkward part rather than the valve itself. A plumber can tell you whether the surrounding pipe will take it.

What is the point of closing the main before a trip in cold weather?
