Should an old gate valve be replaced with a ball valve?

Usually yes, because a quarter-turn ball valve closes properly after years of sitting and a gate valve often does not. On older homes with galvanised service pipe the fitting work is the awkward part rather than the valve itself. A plumber can tell you whether the surrounding pipe will take it.

How often should the main shutoff be turned?

Working it once or twice a year keeps it from seizing, and that is the main reason old gate valves fail when they're finally needed. If it feels gritty, stiff or weeps at the stem afterwards, it is telling you something. A plumber can swap a tired gate valve for a quarter-turn ball valve without much disruption.

Is the water meter the same thing as the shutoff?
