Can I use the curb stop instead of the shutoff inside the house?

Only in the sense that a plumber or the utility can. The box at the property line is utility hardware and needs the right key at the right depth, so it isn't a substitute for a working valve inside. If the inside main won't hold, that's the thing to get fixed rather than working around it.
